As far as I am aware, ownership of a license for Windows 3.11 does not confer entitlement to use other later operating systems. They were was part of Windows 95, 98 and ME. MS-DOS 7.x and 8.x were never released as a standalone operating system like (for example) version 6.22. Microsoft does care, and no version of MS-DOS has been made freeware.
